  Decay of young seedlings at ground level following fungal attack. Often the result of soil borne diseases and over watering.  
     
This is a soil-borne fungal disease that affects many seedlings, causing them to quickly "rot" and die, though sometimes it can hit seeds before they even germinate. Sterilizing soil will kill off the spores carrying the disease.
